1. What Are Light Quadricycles (L6e & L7e)?

 

In the European Union, light quadricycles are a distinct vehicle category defined under Regulation (EU) No 168/2013:

A light vehicle (official term light motor vehicle or light four-wheeled motor vehicle; Lkfz for short) is a usually four-wheeled motorized vehicle that is significantly lighter and smaller than a classic automobile. It takes up less space in stationary and moving traffic and in traffic jams. Up to three such vehicles fit in one car parking space.

The light vehicle closes the gap between motorcycles or quads and conventional passenger cars (passenger cars). Accordingly, light vehicles usually accommodate one or two people and have wind and weather protection.

They are also more economically equipped than cars.

3. Driving License & Age Requirements

 

 

Driving eligibility in Germany is determined by the maximum design speed stated in the COC, not the actual speed limiter:

§ 7 Obligations of Manufacturers

(1) In order to ensure the nationwide take-back of used batteries per battery category, manufacturers of batteries shall participate in a producer responsibility organisation with these batteries or exercise their extended producer responsibility individually. With the exception of Section 10, the provisions on producer responsibility organisations shall apply mutatis mutandis to manufacturers who individually fulfil the obligations of extended producer responsibility.

(2) Manufacturers shall declare to the Organisation for Producer Responsibility the battery category and the mass of batteries which they have made available on the market in the area covered by this Act in the three preceding calendar years and shall update this information every calendar year. The producer responsibility organisations must immediately confirm to the manufacturers in writing or electronically that they have participated, stating the battery category and the amount of participation for the calendar year. The manufacturers and the producer responsibility organisations shall report the information referred to in sentences 1 and 2 to the competent authority at the same time each year.

(3) If the authorisation of a producer responsibility organisation is revoked or otherwise invalidated before the expiry of the period for which a manufacturer has participated in it in accordance with Article 58(6) of Regulation (EU) 2023/1542 or in accordance with Section 33(2) or (3), the participation shall be deemed not to have taken place from the date of the effective date of the revocation or the occurrence of the other ineffectiveness.

6. Federal EV Subsidy Revival –

Focus on Affordable L-Class EVs

 

 

On October 25, 2025, the German Federal Cabinet approved the 30th Subsidy Report, announcing the relaunch of national EV incentives in 2026, with special emphasis on low-cost electric vehicles, including L6e/L7e.

 

 

 

 

Expected Program Details:

  • Launch: January 2026

  • Duration: 3 years (2026–2028)

  • Estimated subsidy: Up to €9,000 per vehicle for models under €25,000

  • Target group: Private buyers, small businesses, car-sharing operators
